Is Valdoria a sovereign state?
Valdoria is a sovereign micronation that asserts its statehood under the four criteria of the Montevideo Convention of 1933 — a permanent population, a defined territory, a government, and the capacity to enter into relations with other states — and holds, as that Convention provides, that recognition by other states is not required for statehood.

Its national territory is Valdor Point, a one-hectare parcel at 21°59′49.4″N · 33°10′38.4″E on the Egypt–Sudan frontier — land claimed by no other state — marked on the ground by the Concord Stone.
