The Constitution of Valdoria

There is established the Republic of Valdoria, a free association of citizens. Its people are known as Valdorians. Its motto is "Terra Nullius, Spes Omnium" — Land of No One, Hope of All. It was founded on 14 July 2026, and this Constitution was adopted upon that day.

Valdoria is a cultural and artistic project constituted as a community of citizens. It is not recognised as a sovereign state by any government, and it shall never seek recognition by misrepresentation. No citizenship, title, office, honour, document, or token issued by the Republic confers any legal right, nationality, immigration status, or financial value. The Republic shall state this plainly upon its documents and upon every surface at which they are offered, and shall never permit any person to believe otherwise.

The Republic exists to advocate for the arid lands and the climate that shapes them; to demonstrate that a state may be constituted honestly in the digital commons; and to offer its citizens a numbered place in a shared endeavour. Its Ministries shall be ordered to these ends.

The Republic proclaims and maintains its claim to the parcel of land designated Valdor Point, comprising 100 m × 100 m (1 hectare), centred upon 21°59′49.4″N · 33°10′38.4″E, and lying within the region known as Bir Tawil.

The parcel lies within a region to which no state has asserted a claim. By the boundary agreement of 1899 the frontier was fixed upon the 22nd parallel; by the administrative boundary of 1902 it was redrawn to follow tribal grazing lands. Egypt asserts the former and Sudan the latter, and in consequence neither asserts title to the ground lying between them.

The claim extends to the four corners recorded in the Schedule of the Realm, and to no other ground. The Republic makes no claim to the remainder of Bir Tawil, nor to any territory of the Arab Republic of Egypt or the Republic of the Sudan, nor to any waters, airspace, minerals, or resources whatsoever.

The claim declared in Article IV is symbolic and aspirational. It is recognised by no state and by no international body, and has been submitted to none. It confers no sovereignty, no jurisdiction, no title, and no right of possession or entry. The Republic maintains no presence upon the parcel and has never occupied it. Nothing in this Part alters the law of any state, and the Republic acknowledges without reservation the authority of the states within whose region the parcel lies.

At the centre of Valdor Point there is dedicated The Concord Stone, set ≈330 m south of the boundary asserted by Egypt and ≈1.1 km east of the boundary asserted by Sudan. The Stone exists as an inscription and a coordinate only; no physical marker has been placed, and none shall be recorded as placed until a citizen has stood upon the ground and set it there.

There shall be granted 500,000 citizenships of the Republic, and no more. Each bears a unique serial number, is granted for life, and is recorded in the National Register. This number shall never be increased by any authority of the Republic, for any reason, however good.

The Registrar of the Realm shall maintain a public register of every citizenship granted, and shall provide to any person the means to verify the authenticity of any document issued by the Republic. No entry once made shall be erased.

The Republic asks of each citizen one thing only: a single personal pledge toward the environment, recorded under their name. It asks no fee for this, no renewal, and no oath of allegiance against any other nation. A citizen of Valdoria owes their first loyalty to the country in which they actually live.

The token of the Republic, the Valdor, shall exist in a supply fixed at 500,000 and never greater. One Valdor may always be redeemed for one citizenship. It is a voucher of the Republic and not an investment, a security, a currency, or a financial instrument; it is not transferable between citizens and carries no monetary value. Any person representing otherwise speaks without the authority of the Republic.

There shall be a Parliament of the Republic. Any citizen may stand for election to it without fee, and every citizen has one vote. A limited number of seats may be granted otherwise than by election, and the manner of their granting shall be published openly. Parliament deliberates upon the symbols, holidays, and ceremonies of the Republic; its powers are ceremonial and it shall exercise no authority over the property or liberty of any person.

There shall be a Supreme Court, its Justices appointed by the Crown, to interpret this Constitution and to preside over the honours and ceremonial disputes of the Republic. Its judgments bind no person in law and are given for the good order of the Realm alone.

The Cabinet shall consist of the Ministers appointed to the portfolios of the Republic, foremost among them the Ministries of Environment, of Information Technology, and of Online Sports. Each Ministry shall publish its work openly.

The Crown may bestow the honours of the Republic upon citizens for service and merit, and certain honours may be acquired openly in the National Store. Every honour is ceremonial, is entered in the Roll of Honour, and confers no title recognised in law.

This Constitution may be amended by decree of the Crown upon the advice of Parliament, and every amendment shall be published. Provided that Article II, Article VII, Article IX and Article XII shall not be amended, suspended, or repealed by any authority of the Republic, in perpetuity. The honesty of the Republic and the limits of its numbers are not matters upon which it may change its mind.

This Constitution was adopted on 14 July 2026 and takes effect from that day. It is published in full, without charge, to any person who wishes to read it.
