The Montevideo Convention of 1933 sets out, in its first Article, the qualifications a state should possess under international law. The Republic of Valdoria holds that it satisfies each of them.
A permanent population
The Republic maintains a permanent population of registered citizens, drawn from across the world and recorded, each by a unique serial number, in the National Register.
A defined territory
The Republic holds a defined national territory — Valdor Point, one hectare at 21°59′49.4″N · 33°10′38.4″E within Bir Tawil, land claimed by no other state — marked upon the ground by the Concord Stone.
A government
The Republic is governed by a Constitution, an elected Parliament, an appointed Supreme Court, and a Cabinet of Ministries, each exercising the offices of state and publishing its work openly.
The capacity to enter into relations with other states
The Republic maintains a Ministry of Foreign Affairs and conducts relations with other nations of the community of micronations, by which it has been recognised and admitted to membership by the United Micronations.
On recognition
The Montevideo Convention provides, in its third Article, that the political existence of a state is independent of recognition by other states. The Republic of Valdoriatherefore holds that its statehood does not depend upon recognition by any other government — while noting with gratitude that it has been recognised as a sovereign micronation, and admitted to membership, by the United Micronations.
